Caribbean Citizenship By Investment
Thinking about getting a second citizenship and passport? You’re not alone.
In just the last few years, hundreds of thousands of wealthy investors and even middle class folks have chosen to protect their future by investing in another citizenship outside their home country – both as an escape hatch and as an insurance policy.
The Caribbean’s Citizenship by Investment (CBI) programs and Vanuatu’s CBI are a popular choice no matter the individuals’ nationality. And why wouldn’t they be? Economical, quick, and offering a ton of benefits, citizenship in these five Caribbean nations or the Pacific island of Vanuatu is arguably the most affordable and efficient way to secure second citizenship.
But you have several options to choose from. Like I said, there are five of them, plus Vanuatu. And not all options were created equal.
So it can be tricky to figure out which program is right for you. That’s where we come in.
In this Caribbean citizenship program guide, we’ll break down each of the five Caribbean CBI programs and Vanuatu’s CBI, their budget-friendly investment requirements, and how they measure up against their competitors in the region, so you can choose the best investment route for you and your family members.

Why Choose Caribbean Citizenship by Investment?
Let’s start at ground zero. Why are so many people investing in another passport, period?
For starters, many have qualms with their current country’s direction. Woke policies, high taxes, warmongering governments. I could go on and on. There are a lot of reasons to create an exit plan from your country.
But that’s why people are leaving their home country. The pull factors and benefits of citizenship in a Caribbean country or Vanuatu are unbeatable:
- Strong first passport in cases of renunciation
- Visa-free mobility to 135+ countries
- Favourable tax conditions
- Tropical weather conditions
- Residency rights across the Caribbean region
- No military conscription rules
- High safety standards
- Low threat of war
Plus, these citizenship by investment programs are relatively straightforward. With no requirement to relocate permanently to the Caribbean islands or to Vanuatu, investors can receive their new passport in just a few months after starting their application. And yes, these programs offer permanent and, except for rare cases, irrevocable passports – not just residency permits or golden visas.
To attract unique investor profiles, the Caribbean citizenship programs in Antigua & Barbuda, Dominica, Grenada, St. Kitts and Nevis, and St. Lucia, and the CBI in Vanuatu differ on several key factors. Some programs are quick and easy, while others come with perks like the option to include multiple family members at no additional cost.
That’s why a good comparison is essential to help you choose the investment program that aligns with your current situation and your goals.

The Cheapest Caribbean Citizenship by Investment Options
If you’re looking for the best bang for your buck, Vanuatu, Dominica and Grenada are where you’ll want to start. These two investment programs come out on top when it comes to affordability.
Most Affordable Program — Vanuatu
At a threshold of just $130,000, Vanuatu’s citizenship by investment program is the most affordable in the world. However, with a weaker passport than the Caribbean citizenship programs can offer, the investment makes sense for individuals for whom the passport would be an upgrade.
If you’re looking for more value for your investment, you may look elsewhere in the Caribbean.
Most Affordable Government Donation — Grenada
Grenada offers citizenship through their government donation option at just US$235,000, including processing fees. This is the most affordable donation option in the Caribbean and only second most affordable citizenship by investment program in the world behind the US$100,000 Vanuatu CIP.
So who’s the right fit for this program? The Grenada citizenship program is strong, especially for investors who desire lower donation fees and access to the United States E-2 visa (although rarely approved in practice). Investors who appreciate having options and are looking for an affordable Caribbean citizenship will find Grenada appealing.
Most Affordable Real Estate Investment — Dominica
Dominica’s real estate investment is ideal for a full-time residency or to rent out and earn rental income. At just US$300,000, you can apply for citizenship and, upon approval, buy a Caribbean real estate property in Dominica.
If you desire a cost-effective citizenship investment option with solid visa-free benefits compared to your current nationality, this Caribbean passport program is an adequate choice. Although Dominica offers the least accessible travel document in the Caribbean, their passport is still 37th most powerful in the world, which could mean a significant upgrade for many investors.
Dominica citizenship is not the right fit for all investors. But for a unique profile, it’s perfect.
Most Affordable for Single Applicants — Grenada
Not interested in citizenship for a spouse or large family? Grenada may be your best investment choice in the Caribbean. With a government donation option and processing fees totaling up to US$235,000, a single applicant can be approved for Grenadian citizenship in a matter of months.
Most Affordable for Large Families — Antigua & Barbuda
Antigua & Barbuda stands out from the rest of the Caribbean citizenship by investment programs for its family friendliness. For a family size of 5 or more, Antigua’s donation requirement jumps from a total of US$230,000 to just US$245,000, making it financially efficient for large families.
Submission and approval fees are as follows:
- US$20,000 plus US$10,000 per additional member
- Dependent up to five years: US$10,000
- Dependent aged 6-17 years: US$25,000
- Dependent aged 18 years and older: US$50,000
Due diligence fees are as follows:
- Dependent up to 11 years: Free
- Dependent aged 12-17 years: US$2,000
- Dependent aged 18 years and older: US$4,000
These three Caribbean passport programs don’t just offer low investment thresholds. They also pack a punch with benefits, strong travel perks, and a quick path to citizenship.

Which Caribbean Country Offers the Most Powerful Passport?
When you’re choosing a Caribbean citizenship by investment, it’s not just about saving money, of course. You want a passport that opens doors and gives you benefits your current travel documents do not.
Now, all countries on this list offer visa-free mobility to Schengen countries, except for Vanuatu. But, that may change in the future with the European Union threatening revocation and the United Kingdom eliminating visa-free entry for Dominicans.
A relatively unknown benefit of Caribbean citizenship is the fact that all five countries offer residency rights in each others’ territory through the Organization of Eastern Caribbean States (OECS) member agreement. So, for example, while you obtain St. Lucia citizenship, you can live and work in Antigua and Barbuda or St. Kitts and Nevis.
Here’s how the Caribbean passports with the strongest global mobility rank.
St. Kitts and Nevis
- Passport Strength — St. Kitts and Nevis citizens have visa-free access to over 147 countries visa-free or with visa-on-arrival.
- Ideal For — The oldest citizenship by investment program in the world, the St. Kitts and Nevis passport is the strongest travel document in the Caribbean region. And don’t forget about OECS residency rights. St. Kitts and Nevis’s membership in the community gives you the right to live and work across all member states. So, if you seek better travel access than you currently have, St. Kitts and Nevis citizenship may be your best option of all the Caribbean passports.
Antigua and Barbuda
- Passport Strength — Similar to St. Kitts and Nevis, Antigua and Barbuda citizens have extensive global mobility with over 143 visa-free countries in their portfolio.
- Ideal For — Citizenship in Antigua and Barbuda also includes the ability to add family members in your application without extra costs. So, if you have a family and want Caribbean citizenship for all, Antigua and Barbuda is a safe bet.
Factors to Consider When Choosing a Caribbean Citizenship by Investment Program
There is no single best Caribbean citizenship. Choosing the right Caribbean CBI program isn’t just about comparing costs. It’s also about finding the program that fits your long-term goals.
Here are a few considerations to have in mind:
Your Current Portfolio and Situation
A Caribbean passport is not the right choice for everyone. You must first determine why you think you need another travel document and which citizenship by investment programs meet your goals.
Only after considering their current situation and needs should an individual think seriously about obtaining citizenship in another country.
First, determine that citizenship in a certain Caribbean citizenship by investment program would help you accomplish your long-term goals. At Lincoln Global Partners, we help people like you through that due diligence process.
Then, we guide you through the application process of the investment program that best fits your needs.
Citizenship by Investment Options
While Dominica and Grenada are easier on the wallet via their non-refundable contribution investment options, programs like Antigua and Barbuda and St. Kitts and Nevis might be worth the extra cost if you seek broader travel benefits, tax reduction potential, or other special perks.
In some cases, despite having the weakest of passports in this category, the Vanuatu citizenship by investment program may be the right choice for some investors.
And if you seek a return on your investment other than intangible citizenship benefits, you may consider a real estate purchase and investment properties in any of the island Caribbean citizenship programs.
Long-Term Value
Consider what you want out of your investment in the long run. You never know what the world will look like in a generation. A more powerful passport could offer more advantages down the road, even if it comes with an upfront investment that may seem high today.
Plus, you can secure the freedom and mobility of your future generations with a Caribbean passport you can pass down to them. Yes, thanks to each Caribbean country jus sanguinis laws, each Caribbean citizenship can be passed to offspring, no matter where they’re born.
And, remember the oft-forgotten benefit of residency rights across the OECS and Caribbean Community (CARICOM). Once granted citizenship, Caribbean citizens enjoy the right to reside and work in all other 11 member states.
Personal Goals
Whether you’re looking to reduce your capital gains tax, travel visa-free to more countries, or provide a safe place for your family in the event World War 3 becomes a reality, there’s a Caribbean citizenship program that can help you achieve those goals. It’s just about sifting through the details to uncover the right choice and investment for you and your family members.
At the end of the day, the best Caribbean citizenship by investment program comes down to a mix of your current situation, your goals, program costs, benefits, budget, and how you plan to use your passport.
If keeping costs low is your top priority, Vanuatu, Dominica, and Grenada passports are strong contenders. But if you’re looking for more global access and a more reliable, premier program, you might want to consider St. Kitts and Nevis or Antigua and Barbuda citizenship.
