Dominica CBI Program Overview

Spearheaded by the Citizenship by Investment Unit (CBIU), Dominica citizenship by investment program offers two investment options to qualify for the passport.

Investors can obtain dominican citizenship by making a non refundable contribution to the Economic Diversification Fund. Or, they can make a real estate investment in a government approved real estate project and hold it for at least three years to qualify for economic citizenship.

Eligible family members can obtain citizenship and the Dominican passport as long as the minimum investment and the additional government fees are paid.

Dominica Citizenship Investment Program 2023 Changes

The following changes have gone into effect as of July 17th, 2024.

The following changes to the Dominica citizenship by investment program have gone into effect as of July 17th, 2023.

New Mandatory Interviews: 

As a due diligence protocol to better verify quality Dominican citizenship applicants, the citizenship by investment unit will now conduct interviews as part of the application process. All applicants 16 years or older will be required to attend an interview before they are approved for economic citizenship. 

Enhanced Diligence for Iranian Nationals:

Iranian nationals specifically, regardless of where they reside will now have to pay enhanced due diligence fees. Due to this change, Nationals from the Islamic Republic of Iran and applicants domiciled in the Islamic Republic of Iran will be required to pay the following a higher fee to cover the costs of the more stringent due diligence process.

Main applicant: $25,000 USD

Spouse: $15,000 USD 

Each dependent 16 years or older: $15,000 USD

Each dependent aged 12-15 years: $10,000 USD

*These enhanced due diligence fees are inclusive of the standard due diligence fees outlined below.

With effect from July 1st, 2024 all the five Caribbean countries offering investment programme for citizenship have officially increased their minimum investment requirement.

The citizenship by investment program in Dominica offers 2 economic citizenship investment options or investment pathways. The first is the one-time contribution for national development while the second option is the real estate investment route.

Economic Diversification Fund Donation

The Dominica Economic Diversification Fund (EDF) has been created to supports projects to boost national development, support socio economic initiatives, and stimulate economic growth. It’s an investment stream part of the Dominica citizenship by investment program.

Investors can become a Dominican citizen through their Citizenship by Investment Programme by making a non refundable contribution to the EDF.

All funds generated through the Economic Diversification Fund are channeled towards enhancing public and private sectors projects requiring financial backing.

Dominica citizenship investors can qualify by fulfilling the minimum investment requirement:

  • $200,000 USD for the main applicant applying for economic citizenship. This would be the government fund contribution by a single applicant with no dependent children or family members.
  • $250,000 USD for the main applicant and up to three qualifying dependents applying for the Dominica citizenship program.
  • $25,000 USD for any additional dependent under the age of eighteen seeking the Dominica passport.
  • $40,000 USD for any additional dependent older than eighteen years (including dependent parents) being added to the Dominica citizenship program application.

Additional Government Fees

One also has to budget for associated government fees when finalizing the Dominica investment citizenship decision.

Processing fees: $1,000 USD per government donation application. The fee remains the same for a single applicant as well as applicants with dependent family members.  

Due diligence fees: $7,500 USD for a single applicant, $4,000 for the spouse and $4,000 for each additional dependent above 16 years.

*Enhanced due diligence checks and fees may sometimes be required, depending on the current citizenship status and other personal circumstances of the single applicant and/or the family members.

Certificate of naturalization fee: $250 USD per person

Expedited Dominican passport fee: $1,200 USD. The passport fees is applicable per person.

Obtaining Dominica Passport Through Real Estate Investment

Like other countries in the region, this Caribbean island nation uses the Dominica economic citizenship programme to attract foreign investments into its approved real estate projects

As per the Dominica Citizenship Act, you can qualify for Dominica economic citizenship by buying an approved real estate property valued at a minimum of $200,000 USD.

This approved real estate investment must be held for at least three years from the date you were granted citizenship. The property can be sold after three years provided the buyer is not using the purchase to acquire Dominican citizenship by investment.

If you bought an approved real estate project property to qualify for citizenship and are selling it to somebody who too plans to acquire citizenship through the purchase, then the Dominica Citizenship Act and Regulations provide that such property must have been held for at least five years for the buyer’s application process to be successful.

Costs associated with the real estate investment option:

Property amount: $200,000 USD minimum 

If your real estate investment option application is approved, you’ll also be required to pay additional government fees:

Single applicant: $75,000 USD

Main applicant and up to three dependents: $100,000 USD

Each additional dependent under the age of 18: $25,000 USD

Each additional dependent aged 18 or older: $40,000 USD

They won’t be eligible for the Dominica citizenship by investment program unless:

  3. The Dominica economic citizenship applicant has not conducted business or similar activities in those countries.

Required Documents to become Dominica Passport Holders

When applying for Dominica's citizenship by investment programme, the Dominica economic citizenship program applicant will need to submit the following documents:

General Documentation

  • Disclosure form, completed accurately. Attain the updated form from your authorized agent or contact the CBIU.
    • Fingerprint and photograph form. These must be completed by the Dominica economic citizenship program applicant in front of a fingerprinting officer.
    • Medical questionnaire and certificate, certified by a licensed medical examiner.
    • Investment agreement for those pursuing the government donation option or real estate option.
    • Colored passport copies for all applying to become Dominica passport holders.
    • Birth certificates 
    • Marriage/divorce certificates and name change documents
    • Police records from the country of birth, country of citizenship, country of residence, and any country the applicant has lived in for more than six months in the last 10 years.
    • Copies of driver’s license, and all identity books/cards
    • Military identification if applicable 
    • 8 passport-sized photos for each applicant
    • Proof of residential address
    • University/college diplomas
    • Children aged 12-18 will need a letter of recommendation from the head of school and official transcripts.
    • Notarized affidavit of support for each dependent over 18 years of age (except the spouse)
    • HIV test results (for all applicants aged 12 or above)
    • Routine blood and urine test results
    • One professional reference
    • Letter of employment/financial statements

Certification

Additionally, any documents related to source of investment funds or the application that are not in English must be accompanied by a certified translation into English. Finally, all documents related to minimum investment funds and other aspects of the Dominican passport process must be certified and authenticated according to the law of the jurisdiction from which they originate.
